Assam: Government reassigns over 40 police officers after establishing ten more co-districts by August

Digital Desk: In a major administrative step to improve public service delivery and strengthen basic governance, the Assam government has declared that ten more co-districts will be active starting on August 15, 2025. With the expansion, there will be 49 functional co-districts in the state, adding to the current 39.

The General Administration Department (GAD) officially announced the development in a notification (No. 375037/496), stating that the decision was made "in the interest of public service" and "as directed by the Honourable Governor of Assam."

In the notification, the previous directive (No. 458512/76, dated September 28, 2024) that had made it easier to implement the first 39 co-districts was cited.

Check out the notable transfers: Bitul Chetia, APS (DR-2013), formerly Addl. SP (HQ), Majuli, has been named Co-District SP for Kaliabor (Nagaon).

Anirban Sarma, APS (DR-2013), previously Addl. DCP (Border), Guwahati, presently serves as Co-District SP, Patharkandi (Sribhumi).

Moitrayee Deka, APS (DR-2015), Addl. DCP (West), Guwahati, has been appointed as Co-District SP for Jalukbari, Guwahati Commissionerate.

IPS officers Desai Tushar Uttam (RR-2021), Tarun Goyal (RR-2022), and Dinesh Pratap Singh Rathore (RR-2022) have been named In-Charge Co-District SPs in Nazira (Sivasagar), Titabor (Jorhat), and Margherita (Tinsukia), respectively.

The co-district governance concept, which was implemented in 2024, seeks to decentralize administration, promote more cooperation between civil and police wings, and ensure speedier, more localized service delivery. The setting up of ten more units represents the continuation of this policy initiative.

In tandem with the administrative reorganization, the Assam Police has undergone a considerable reorganization. Several officers from the Assam Police Service (APS) and the Indian Police Service (IPS) cadres have been transferred and assigned as co-district superintendents of police (SPs) in both newly designated and existing co-districts.

30+ APS officers from DR-2022 and after were assigned In-Charge Co-District SP responsibilities in regions like Golakganj, Bilasipara, Doomdooma, Sadiya, and Duliajan, among others, out of the 40+ officers that were moved. As part of the co-district expansion strategy, this represents a generational shift in the police hierarchy.
